महोदय,
विदित हो कि पिछली आरडब्ल्यूए गवर्निंग बॉडी के समय सर्व-सम्मति से फैसला करके छठ पूजा के मद्देनजर सेंट्रल पार्क के भीतर एक छोटा सा, प्रतीकात्मक तालाब बनवाया गया था। इस तालाब का निर्माण दिल्ली नगर निगम ने कराया था। यह निहायत छोटा-सा तालाब है। इसे बनाते समय इस बात का खासतौर से ध्यान रखा गया था कि यहां खेलने आने वाले बच्चों आदि को किसी प्रकार का खतरा न हो। सामान्य दिनों में इस तालाब में पानी नहीं होता। प्रायः इसमें रेत भरी होती है। छठ पूजा के वक्त इसे साफ करके पानी भरा जाता है, फिर उसे खाली कर दिया जाता है।
मगर हैरानी की बात है कि नए आरडब्ल्यूए गवर्निंग बॉडी ने इसे तोड़ने और भरने का फैसला किया है। इस संबंध में फैसले की सूचना सभी सूचना पट्टों पर भी चिपका दी गई है। यह एक तरह से-
• दिल्ली नगर निगम के निर्माण को तोड़ने, उसके फैसले को खारिज करने का प्रयास है।
• यह जानबूझ कर पूर्वी उत्तर प्रदेश, बिहार और उन सभी लोगों की भावनाओं पर चोट पहुंचाने की कोशिश है, जो छठ पूजा में आस्था रखते हैं।
• यह पॉकेट में पूर्वांचल वासियों को दूसरे क्षेत्रों के लोगों से अलग करके देखने और सामाजिक समरसता और सौहार्द को चोट पहुंचाने का प्रयास है। यह नागरिकों के संवैधानिक और मौलिक अधिकारों का हनन और सामाजिक विद्वेष फैलाने का सोचा-समझा, निंदनीय कुप्रयास है।
• पॉकेट की मूल समस्याओं से ध्यान हटा कर पिछली गवर्निंग बॉडी के फैसलों को गलत साबित करने की कोशिश है।
अनुरोध है कि इस मामले में ध्यान दिया जाए ताकि आने वाले दिनों में पॉकेट के भीतर किसी तरह का सामाजिक विद्वेष न पैदा हो।

Dear Residents

Dear Residents

The undersigned is constrained to bring to your kind notice that Shri Satish Sharma, President and Shri S B Das, Secretary, elect of the present RWA GB do not seem to be tired of spreading canard against me which are totally false, perfidious and malicious but apparently damaging to my dignity and honors as a resident of this pocket. I understand this perhaps; they might be doing with criminal intention of maligning my reputation and fair name.
In fact this they have been conniving since the days of recently concluded RWA election which ultimately culminated into a very ugly drama and scene on the day of election i.e. on 11-04-2010. The recent outbursts by them might nothing but manifestation of their short comings and failures in their performance so far.
However I think it shall be prudent and unavoidably necessary on my part to state the following facts for resident’s information and for making their own judgment and assessment about Mr. Sharma and its team, depending upon the situation and happening of events after they started their innings in great haste in the pocket.

1.Election day villainous misadventure : If you all could remember, their misdemeanor dates back prior to days of commencement of the process of election and announcement of the election result. After completion of counting of valid votes polled by each contestant for every post for which election was held, in presence of deputed representative from each side and also in presence of one or two senior residents invited by RO, the RO and ARO made announcements of results of election. Among all the results there was one result for the post of Vice – President where Capt. Pramod Kumar was declared winner for the post of Vice-President defeating his nearest rival Shri C B Jarodia. After all the results were declared, almost all the persons along with descent residents left the place baring the contestants of Shri Satish Sharma’s team and their supporters who preferred to stay back. RO and ARO were, however present in the office room for their completion of necessary paper works. Their staying back en block was indicative of some mischief playing in their minds. Their unnecessary presence even after declaration of the result was indicative of the unfolding events likely to occur.
In fact, the election of Capt. Pramod Kumar as Vice-President came as a thunderbolt to this team. They in their wildest dream could not dream it either. So they hatched up a conspiracy of sinister design to reverse the result of the post of Vice-President in their favor, rendering the election of Capt. Pramod Kumar, null and void by hook or by crook. In order to achieve their nefarious goal they all united-ly tried to exert pressure on the RO. They even manhandled, assaulted and abused RO and ARO and created a scene of horror/confusion. They did not allow them to leave office room. Facing manhandling, braving filthy abuses showered on them and undergoing moral and physical assault RO/ARO did not succumb to their pressure tactics and stood their ground of not deviating from their declared results. Even the ladies present there, started abusing RO/ARO, totally loosing their dignity using unbearable filthy languages. The names and faces of those men and women must still be fresh in their (RO / ARO) minds. This continued unabated for more than 2 hrs. The RO, being an old man was very angry and agitated. Seeing no alternative and in order to save himself from above abuse he quite reluctantly had to declare the result for the post of Vice-President in favor of Sh. C B Jarodia. This episode in itself is enough to reveal and expose their character like day light revealing the tinsel of stage. As a matter of fact they have come in the RWA GB by adopting manipulative tactics and dishonest manners devoid of all moral values, hence their action can be any thing, but not fair. This type of incident is unheard of in the history of the RWA election in this pocket.

2.Delay in formal declaration of the election result : Completely shattered and anguished by the treatment meted by RO / ARO, they were not available the following day i.e. 12.04.2010. They spent the day in seclusion in order to forget the harrowing experience of the previous night. They were, however available on 13.04.2010. The RO was being asked by Sh. Satish Sharma with team members more often than not, to declare the result formally. The RO / ARO , however signed the copy of result declaring Capt. Pramod Kumar elected as Vice- President along with other elected persons and gave the copies to Sh. Satish Sharma, President elect for displaying the same on the notice board. Sh. Satish Sharma did not display the results, but on the other hand he tried again to exert immense pressure to declare Sh. C B Jarodia as Vice-President. However seeing no hope he reluctantly displayed the election results, which he had kept with himself for 02 ( two days).

3.Withdrawal of Security Guards : Sh Satish Sharma ,President and Sh S B Das, Secretary through their notice to residents have stated that the undersigned withdrew the security guards, who were on duty during that period, suddenly without consulting them. This is totally wrong and farce. In fact this was deliberated with me in detail; they deliberately on false grounds had got one of the guards locked up in PS Dwarka. This action of newly elect RWA body offended the owner of the concerned security agency and was not prepared to work under him even for a day and therefore he withdrew his guards. However, an alternative arrangement was made immediately by me.

4.Handing over of the charge : They are still spreading the false propaganda that I have not handed over the charge to them. This is totally wrong. I have already handed over the charge on 24.04.2010. Their propaganda is mischievously frivolous loaded with malicious intention against me.

5.Construction of Main Gate : Newly elect RWA body is spreading the canard that the undersigned had complained to the MCD and not allowing them to construct the main gate. This is totally incorrect. The fact of the case is that the construction of the main gate was to be made by the MCD including the replacement of the Iron Gate as per their approved norms, the fact which Sh. Satish Sharma was well aware of. But they were in great haste to earn credit and therefore they demolished the existing gate, got a new gate (Iron Gate) fabricated without even discussing the same with residents(AGM). The MCD came to know about this development and issued a notice to the RWA asking them to stop all the works and to refrain from doing any such work without taking MCD into confidence. They tried to overstep their brief and they were reprimanded by the Hon’ble Sh. Rajesh Gehlot councilor and Dy. Mayor, MCD. Dy. Mayor directed the AE( MCD) to pay back Rs.21000/- to Sh. Satish Sharma, who stated he have incurred expenses in the fabrication of the Iron gate. The amount stated above was received by Sh. Satish Sharma in cash. This is known to each and every one in the pocket along with all members of RWA GB.

6.Termination of services of M/S Sulabh International : M/S Sulabh International appointed by the previous RWA after due deliberations in the AGM, for collection of domestic garbage and maintaining cleanliness in the pocket on cash payment of Rs.50/- per flat. But their services were terminated in haste and without any discussion on this issue in GB meeting. This may have been done due to a very extraneous reason best known to him and his peers. They lost no time in appointing without even discussing the same with residents(AGM) an unrecognized, non police verified and unregistered private party as a replacement for carrying out the above work. RWA will incur Rs.23000/- p.m. instead of Rs.17000/- p.m. collected by M/S Sulabh International themselves. It is not understood what was the necessity in doing all this in such a great haste? Perhaps as if heaven was falling.


7.Sh R K Gulati’s Handing over charge : The present RWA has praised and commended Sh R K Gulati, as he has handed over the charge of his periods of five years to the present RWA of his liking as promised prior to the election of RWA GB after 9 years. Perhaps he was not sure of getting applause from any other previous RWA’s. This smacks of some sort of doubtful arrangement and tacit understanding with the present RWA members before hand.

8.A shocking theft : I would like to state that barely a month has passed since the new RWA started functioning in the pocket, an incidence of glaring theft of a brand new bicycle has taken place in broad day light on 20-05-2010 from near the garage of flat no. 342 which is in front of main Gate where 24 hrs security guards are available. The said bicycle belongs to Sh. Deepak Kumar. The bicycle was with double lock which was cut by the miscreants. This theft may be taken as an eye opener for all the residents in general to remain extra vigilant hereafter.

9.Contaminated Water Supply : In order to satisfy the whims of some of the RWA GB members the new RWA started supplying water 3 (three) times in place of 2(two) times. This they were managing by mixing the ground water from banned pump inside the water tank premises at the cost the health of the residents. When we vehemently protested this was stopped, but still the water being supplied is highly contaminated, due best known reasons to RWA GB.

10.Proposal to enhance RWA subscription : It is being heard that the present RWA GB is contemplating to enhance the RWA subscription by above 200% to 300% only for security and maintenance of cleanliness of the pocket, although all essential works have already been done by the previous RWA and the remaining works like construction of remaining boundary wall, plastering of wall constructed by previous RWA, beautification of remaining parks inside the pocket have already been taken up by the DDA/MCD as a result of the efforts made by the previous RWA GB.

Last of all I would like to request the RWA GB members in general and the President and the Secretary in particular to give up the path of confrontation and refrain from indulging in the false propaganda war, which if continued unabated, will be pernicious to the conducive health in this pocket. My sane advice to present RWA GB would be to concentrate on carrying out works which shall bring betterment in this pocket. For the sake of the welfare of the residents and to help in maintaining peace happiness and tranquility in our small habitat, the undersigned shall not be found wanting in rendering cooperation and assistance, even if not sought, without any reservation what so ever.

Record notes of discussion of the Annual General Meeting held on 21.02.10 near RWA office

AGM could not be started at 10 AM scheduled due to inadequate quorum and meeting was started at 11 AM. The following agenda points were discussed and resolution adopted are indicated each point.
1) A brief of development works under taken during current tenure:- Shri Mukesh Gupta, Secretary RWA presented a list of development works done during current tenure before AGM members.

2) Submission of Annual Accounts of the current year:- Shri Digvijay Pratap, President, RWA presented a un-audited balance sheet of FY 2009-10 before AGM members.

3) Election of Returning Officer/Asstt. Returning Officer:- Shri Digvijay Pratap requested the AGM members for election of the RO and ARO for conducting free and fair election for ensuing RWA body. Shri Surjit Singh, Flat No.270 proposed the name of Shri S.N.Singh, Flat No.529 for the post of RO and his name was seconded by Shri Vidya Bhusan, Flat No.168. Shri Rakesh Chandra, Flat No.415 proposed the name of Shri Viplav Saxena, Flat No.312.The name of Dr.Y.S. Ahlawat, Flat No.178 was proposed by Prof. G.K.Mehta, Flat No.233 and seconded by Shri R.S.Pal Flat No.179. After discussion it was decided unanimously to appoint Dr.Y.S.Ahlawat Flat No.178 as RO and Shri S.N. Singh, Flat No.529 as ARO.

AGM also decided cut of date as 31.03.2010 for submission of annual subscription and 11.4.10 as date of election for holding election for ensuing RWA. Those residents who have not submitted their annual subscription till date they may submit the same.

Election will be held as per existing by laws; one flat one vote basis and tenants shall not be allowed for contest election.

4) Various suggestions/measures/views from members:-
As a part of meeting proceedings, raising issues with the permission of chair, members presented various suggestions for the development of our colony and also for the benefit of the resident members. List is as follows.
(a) Dr. Y.S. Ahlawat raised the point why some part of the boundary wall has been left uncompleted at Amber high village side. Shri Ranjit Singh, Vice President, RWA explained the reasons to the AGM members. All the members have the view that boundary wall should be completed. Shri Digvijay Pratap conveyed to the members when boundary wall work for remaining side will be started that time uncompleted work at Amber high side will be done.

(b) Members requested that Sticker for vehicle may be issued and those who have not paid annual subscription may not be issued sticker.

(c) Some members requested to remain open only one gate for vehicle and some members oppose the suggestion.

(d) Members asked from RWA body action taken against defaulters. Shri Digvijay Pratap informed that in spite of repeated action/request defaulters are not paying the dues. Shri Digvijay Pratap suggests that services of the Kinnar may be taken for recover the dues as being done in various agencies. It was decided to issue reminder to the defaulters.

(e) Shri Ahlawat intimated to the members that one Guard Shri Iltaf has done the marvelous job by doing vigilant service and be given prize.

RWA assured members to look into the problems and taking of remedial measures. Meeting ended with vote of thanks.

Annual General Meeting

First of all on behalf of the RWA I wish all of you a very happy and prosperous new year 2010.
As we are aware that tenure period of this body is being completed on 31st March 2010 hence it has been decided to hold Annual General Meeting on 21st February (Sunday) 2010.
To prepare a voter list of RWA members for forthcoming RWA election, 14th February 2010 has been fixed as cut of date for submission of annual subscription. Those residents who have not submitted their annual subscription till date please submit the same.
A colorful programme on 26th January will be held this time also like every year.
It is also brought notice to the residents of the pocket that mobile ban of Delhi Public Library will visit the pocket every Friday on 3.30 PM to 7.00 PM. Residents may avail the book facilities being provided by them.

Record notes of discussion of the General Meeting

As per notice given earlier the general meeting was held on 17th January 2010 at 10.00AM near RWA office and following points were discussed and it was decided that-

(i) Since tenure period of this body is being expired on 31st March 2010 hence it has been decided to hold Annual General Meeting on 21st February 2010.

(ii) To prepare a voter list of RWA members for forthcoming RWA election, 14th February 2010 has been fixed as cut of date for submission of annual subscription.

(iii) A colorful programme on 26th January will be held this time also like every year.

(iv) It is brought notice to the residents of the pocket that mobile ban of Delhi Public Library will visit the pocket every Friday on 3.30 PM to 7.00 PM. Residents may avail the book facilities being provided by them.

(v) Construction of remaining portion of Library will be made by RWA out of his fund and is to be completed upto March 2010.

Celebration of 26th January 2010.

It is inform to you that the like every year this time also 26th January 2010 will be celebrated at Central Park in our pocket. Programme will commence on 10.30 AM. Shri Rajesh Gahlot Nigam Parshad (MCD) will do the flag hosting. This time in addition to cultural programme some sports events for children and ladies will also organized. After the programme sweet and prizes distribution will be held. Residents of the Pocket are requested to come forward take part for grand success of 26th January. Participants are requested please contact Capt. Pramod Kumar Bhardwaj and Shri Mukesh Gupta for sports events and cultural programme respectively.

Celebration of Diwali Mela

Sub:- Celebration of Diwali Mela.

On the immense demand from residents of our pocket to hold a Diwali Mela in the current year inside the premises of our pocket, RWA is pleased to inform you that it has been decided to hold a Diwali Mela on 15-10-09 & 16-10-09 inside the premises of our pocket with full enthusiasm. During the Diwali Mela Stall from residents members shall be taken place and cultural programme, fire works etc. will also be held. Capt. Pramod Kumar Bhardwaj, Executive Member, Flat No.413 will coordinate the entire programme. Residents of the Pocket are requested to come forward take active part and give their precious views for grand success of Diwali Mela.
